Internal Call
The Foundation for Educational Services (FES) is a public entity within the Ministry for Education, Sport, Youth, Research and Innovation. The FES facilitates the link between formal and informal teaching on a National level by providing a range of innovative educational initiatives. A Vacancy for the post of Manager Services has arisen within the Foundation.
Applicants must be FES employees, not only by the closing time and date of this call for applications but also on the date of appointment.
Basic Salary: € 34,455 (pegged in Step 4 in Salary Scale 5)
Transport Allowance (incl. fuel): € 1,165.00 per annum
Communication Allowance: € 815 per annum
Performance Bonus: Up to 10% of basic pay (based on the successful attainment of targets which would have been agreed upon by the officer and the CEO and/or his delegate
Contract Type: Indefinite

Eligibility
By the closing time and date of this call for applications, applicants must be in possession of the below eligibility criteria:
1. In possession of a recognised Bachelor’s qualification at MQF level 6 (at least 180 ECTS), in (i) Education Leadership/Management or (ii) Services Management or (iii) Business Administration or (iv) Human Resources or an appropriate, recognised, comparable qualification in Management/Leadership, plus five (5) years relevant work experience of which (2) must be in a management position.
OR
2. In possession of a recognised Post-graduate degree (Masters’) at MQF Level 7 (at least 90 ECTS), in (i) Education Leadership/Management or (ii) Services Management or (iii) Business Administration or (iv) Human Resources or an appropriate, recognised, comparable qualification in Management/Leadership, plus three (3) years relevant work experience of which two (2) must be in a management position;
OR
3. In the final stages of completing the MQF level 7 (90 ECTS) in (i) Education Leadership/Management or (ii) Services Management or (iii) Business Administration or (iv) Human Resources or an appropriate, recognised, comparable qualification in Management/Leadership, which is to be completed by the end of the probation period i.e. within one year , and already in a possession of a minimum of 60 ECTS of the said MQF Level 7, plus four (4) years relevant work experience of which two (2) years must be in a management position.
AND
4. Effective communication skills in both Maltese and English.
5. A recent police conduct, issued within the last 6 months (you can apply for it online - click here).
6. Employment history issued by Jobsplus as proof of experience.
7. Recent payslip or contract in indefinite role as proof of current employment with FES.
Job Description
Accountability
The post-holder shall be accountable to the Head – Operations and Support Services - the Foundation for Educational services or his/her delegate.
Roles and Responsibilities
The Manager - Services is a key role of responsibility for maintaining and developing the high quality of support provided to staff members, service users and their families. This role will oversee the effective delivery of the services offered by the Foundation for Educational Services, as well as providing educational input into resource production and networking with different agencies and professionals to ensure the effective delivery of the different programmes.
- Support the services teams in the day to day operation of the different services;
- Assist the Manager HR in the continued development of CPD and training opportunities for all employees;
- Coach and mentor the programme co-ordinators responsible for service provision;
- Co-ordinate and input into the strategic direction of the programmes offered;
- Provide guidance and technical assistance in the daily running of the services and in the further development of current service provision within their remit;
- Work with other entities and professionals to improve service provision and assist service users as needed;
- Liaise with the Manager – Programme Development and discuss the strategic direction of the different services provided by the Foundation for Educational Services;
- Serve as a reference point between colleges, schools and the Foundation for Educational Services;
- Work with the local community to assist schools in the implementation of projects in liaison with the Foundation for Educational Services;
- Liaise with programme co-ordinator (Services) to draw up a handbook for service users and for each programme including the policies and procedures of each service;
- Participating in staff recruitment processes;
- Facilitates meetings, workshops, seminars, etc. for the purpose of identifying issues, developing recommendations and supporting staff;
- Actively participating in regular Senior Management Team meetings chaired by the CEO;
- Contributing to the preparation of the annual business plan of FES;
- Prepare and oversee the effective management of the services budget;
- Retain statistical data of service use;
- Compiles data from a wide variety of sources for the purpose of analysing issues, ensuring compliance with organization policies and procedures, and/or monitoring program components;
- Coordinates program components, support needs and materials for the purpose of delivering services which conform to established guidelines;
- Responds to issues involving staff, conflicts in policies and regulations, community concerns, parental requests for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue;
- Attends meetings with parents, agencies and professionals (internal and external) in order to assist in facilitating appropriate programs and services for service users;
- Preparing regular progress reports for discussion at SMT level;
- Contribute to the preparation of the annual report of FES;
- Carry out management functions and any other task as assigned by the CEO.
