The Foundation for Educational Service (FES) is receiving applications from prospective candidates who would like to work in the role of Regional Coordinator for the Skolasajf 2024 programme starting from 10th July 2024. The contract will start on the 10th June 2024 in view of possible training and preparation required for the role. Employees are to be available for a few hours per week as of the 10th June 2024 for preparatory work related to Skolasajf.  These hours will include meetings with centre coordinators, meetings with the programme coordinators, attending training online or at head office and attending other meetings as requested. This is applicable for all Centres in Malta and Gozo. 

Training at Centre - 8th and 9th July 2024 (Compulsory) 


Remuneration 

Rate of pay is € 12.84

The Employee shall work on a part-time basis up to a maximum of thirty (30) hours per week. Rostering of employees will be affected according to the exigencies of the service.Employees on an indefinite contract will revert to their indefinite role for the September Bridge Holidays.

ELIGIBILITY CRITERIA 

 

By the closing time and date of this call for applications, applicants must be in possession of the below eligibility criteria: 

  1. A degree or relevant qualification at MQF Level 6 in Management, Teaching, Human Resources, Psychology or similar, plus three (3) years management or coordination work experience;
  2. Effective communication skills in both Maltese and English.
  3. Conversant with Microsoft Document, Excel Sheets and One Drive. Preference will be given to the applicants that possess an ECDL Certificate.
  4. Has to be available during the full thirteen (13) weeks of Skolasajf and must work up to a maximum of 30 hours a week during the 9 weeks of Skolasajf;
  5.       A police conduct (issued within the past six months).  
  6. Reference in the form of either a:
    • Payslip or contract for the previously employed role of Regional Coordinator or
    • latest MEYR payslip if candidate is a MEYR employee or
    • Character reference letter written by a qualified professional who knows the applicant well

Job Description

The Regional Coordinator has the following roles and responsibilities; however other related duties that are in line with the entity’s exigencies, may be requested to be carried out by the Regional Coordinator.

General Responsibilities

  • To provide direction and leadership which is vital for the creation of inclusive and comprehensive services to the children across the cluster;
  • To ensure adherence to governance frameworks, standards, policies, protocols, operating procedures and programme;
  • To develop the Skolasajf Centres as professional learning communities, with relationships and partnerships built with all stakeholders;

Assistance in Centre Administration

  • To assist the Centre Coordinators when there is handing over of centres between the Klabb3-16 and Skolasajf services, and vice-versa.
  • To ensure that the Centre Coordinators finalise the contract with the Head of School prior to the commencement of Skolasajf.
  • To supervise the work of the Centre Coordinators prior to the start of Skolasajf to ensure that the necessary administrative work and planning is in place. This includes overseeing:
  • the administration duties
  • the online portal system
  • the collection of data
  • the compiling of databases
  • the filling in and submission of timesheets
  • the collection of documents from clients,
  • the formulation of admission and dismissal plan
  • the setting up of the necessary number of classrooms according to the centre’s population
  • The drawing up of class lists
  • To carry out regular checks of the premises across the cluster with the respective Centre Coordinators and report any shortcomings to the respective Precincts’ Officer and Corporate Manager;
  • To monitor and supervise the work related to the programmes and services of the centre to ensure its success, its accountability and its continuous improvement across the cluster and report to the programme coordinator Services or Programmes, depending on the nature of the query
  • To assist the Centre Coordinator in the admission and dismissal of the children to and from the centre
  • To ensure that physical resources (such as stationery and sports equipment) are being used efficiently and that waste and damage is kept to a minimum
  • To ensure that effective reporting is carried out in relation to injuries, lack of staff performance and damages to school and Skolasajf equipment
  • To liaise with the Centre Coordinator with regards to the specific needs of each centre, such as additional supplies and issues with cleaners
  • To be available to visit centres outside their cluster according to the exigencies of the service provision
  • To deliver necessary supplies to centres from time to time as the need arises.

Management Related Duties

  • Visit each centre at least twice a week and spend a minimum of 1.5 hours per visit, up to a maximum of 30 hours per week;
  • To travel between centres and attend to arising needs;
  • To substitute the Centre Coordinator during the core hours when the latter is absent from the centre due to vacation leave, sick leave or any other reason;
  • To be responsible for, and monitor, centres offering extra hours and ensure pre-payments are affected in a timely manner by the clients as per FES policies;
  • To ensure that the Centre Coordinator is implementing appropriate data collection and analysis;
  • To support the centre coordinator in the running of the online portal system
  • To ensure that sensitive data is protected in relation to the GDPR regulations;
  • To lead centre-based meetings, giving priority to those centres where staff issues arise;
  • To attend meetings between the centre coordinators and the FES management team;
  • To support the coordinator in implementing policies and when disciplinary action is needed;
  • To ensure that the management of minor staff is efficient and school premises are kept clean;
  • To liaise regularly with the Centre Coordinators and Playworkers with Extra Responsibilities, and prepare reports on the centre’s progress and other issues for FES head office;
  • To follow up on any accidents and staff performance reports, and support the Centre Coordinators to ensure that the required Incident Reports are written in a timely manner and forwarded to the respective Programme Coordinator;
  • To ensure adequate staff-children ratios are maintained throughout and monitor the management of human and financial resources, to guarantee efficiency and effectiveness, in the delivery of services across the cluster;
  • To produce action plans as a result of feedback and ensure actions planned are implemented according to the planned timeframes;
  • To monitor and evaluate the effectiveness and quality of the range of programmes and services provided during Skolasajf and regularly report to the respective Programme Coordinators (Services and Programmes);
  • To carry out classroom visits to ensure quality in service provision and programme implementation, keeping constant liaison with Programme Coordinators (Services and Programmes);
  • To ensure that the Programme of Activities issued by FES is being implemented according to the chosen weekly theme, and that PWs and CSWs are keeping the children engaged with meaningful activities
  • To ensure full liaison with the centre coordinators;
  • To support coordinators in meetings with parents;

Liaison between Centres and Head Office

  • Inform Centre Coordinators of any deadlines in a timely manner and keep all staff well informed of any directives from Head Office;
  • Collect timesheets at the end of each payroll as guided by FES Head Office and take them to Head Office;
  • Collect invoices / payments at regular intervals and bring them to Head Office;
  • Ensure that all data required by Head Office is submitted on time during the Skolasajf service.
  • Ensure that all data required by Head Office is submitted on time at the end of Skolasajf.
  • Ensure that any areas of concern, such as bullying, suspected abuse on children or any other grievous matters as reported by the Centre Coordinator, are to be immediately communicated to FES, Head Office.

Other Duties

  • The Officer shall perform other duties assigned by the Chief Executive Officer, FES according to the exigencies of the Foundation for Educational Services.
