The Foundation for Educational Service (FES) is receiving applications from prospective candidates who would like to work in the role of Regional Coordinator - Inclusion for the Skolasajf 2024 programme starting from 10th July 2024. The contract will start on the 10th June 2024 in view of possible training and preparation required for the role. Employees are to be available for a few hours per week as of the 10th June 2024 for preparatory work related to Skolasajf.  These hours will include meetings with centre coordinators, meetings with the programme coordinators, attending training online or at head office and attending other meetings as requested. This is applicable for all Centres in Malta and Gozo. 

Training at Centre - 8th and 9th July 2024 (Compulsory) 


Remuneration 

Rate of pay is € 12.84

The Employee shall work on a part-time basis up to a maximum of thirty (30) hours per week. Rostering of employees will be affected according to the exigencies of the service.Employees on an indefinite contract will revert to their indefinite role for the September Bridge Holidays.

ELIGIBILITY CRITERIA 

As from this year, all applicants that do not possess a qualification in education, will be required to attend a number of compulsory training sessions. 

More information about these training sessions will be provided closer to the start of Skolasajf. 

By the closing time and date of this call for applications, applicants must be in possession of the below eligibility criteria: 

  1. A degree or relevant qualification at MQF Level 6 in Management, Teaching, Human Resources, Psychology or similar, plus three (3) years management or coordination work experience;
  2. Effective communication skills in both Maltese and English.
  3. Conversant with Microsoft Document, Excel Sheets and One Drive. Preference will be given to the applicants that possess an ECDL Certificate.
  4. Has to be available during the full thirteen (13) weeks of Skolasajf and must work up to a maximum of 30 hours a week;
  5.       A police conduct (issued within the past six months).  
  6. Reference in the form of either a:
    • Payslip or contract for the previously employed role of Regional Coordinator or
    • latest MEYR payslip if candidate is a MEYR employee or
    • Character reference letter written by a qualified professional who knows the applicant well

Job Description

The Regional Coordinator Inclusion has the following roles and responsibilities; however other related duties that are in line with the entity’s exigencies, may be requested to be carried out. 

ACCOUNTABILITY

The post-holder shall be accountable to the Manager of the Programmes Department and the Programme Coordinator Inclusion of the same department. 


ROLES AND RESPONSIBILITIES 

General: 

Under the direction of the Manager – Programme Design, Development and Implementation (PDDI) and the Programme Coordinator Inclusion, the Regional Coordinator (Inclusion) shall provide professional development and technical assistance to support FES services, programmes and projects in co-ordinating and implementing effective programmes. 

The Regional Coordinator (Inclusion) shall be responsible for aiding in the administration of FES initiatives by developing and implementing programmes to meet the needs of the service users. 

The Regional Coordinator (Inclusion) shall also provide guidance to Centre Coordinators and other employees in centres and relevant partners with a view to develop quality programmes that promote the achievement of service users. 

Specific: 

The Regional Coordinator (Inclusion) shall have the following roles and responsibilities; however other related duties may be requested to be carried out by the Manager PDDI and/or his/her delegate in line with the entity’s exigencies. 

  • Act as the inclusive educational leader in all FES Skolasajf Centres, including the Resource Centres, as directed by the Manager PDDI and the Programme Coordinator Inclusion, whilst following direction from the policies issued by FES and MFED; 

  • Act as advisor to all staff in centres, but shall focus on the quality of support provided by the PERs and Child Support Workers in Skolasajf; 

  • Ensuring the effective implementation and monitoring of the FES Inclusion policy and related actions so as to ensure equitable access to a relevant non-formal curriculum for children with Individual Educational Needs (IENs); 

  • Identifying academic and play curricula and resources to improve programmes in relation to including all children attending the centre.; 

  • Interpret the Individual Educational Programme (IEP) that is being implemented in schools, so that advice would be given to able the Centre Coordinator, the Playworker and the Child Support Worker on adapting a programme of activities that would centre on the child’s IEN during the Skolasajf Service whilst taking into consideration the parents’ / guardians’ wishes and the professionals’ recommendations; 

  • Compile, access and regularly monitor the records of children with IENs; 

  • Ensure that academic and play activities are in line with national curriculum and national policy standards; 

  • Ensure that the programme of activities delivered is interesting, valuable and appropriate to the service users; 

  • Ensure that all FES personnel are fully informed of, and in compliance with, education and FES policies and procedures; 

  • Identify resources and provide technical assistance to staff to address the academic and planning needs of FES service users; 

  • Ensure the adoption of effective approaches to motivating and supporting parents to become partners in the development of the different services; 

  • Advising the Manager PDDI and Manager Corporate, on the procurement and management of IEN resources in Centres and monitoring their utilisation; 

  • Coordinate all staff assigned to children with IENs; 

  • Facilitate links between FES Centres, Schools, Colleges, Learning Centres, Resource Centres and other specialised services through networking activities; 

  • Mentor and support Centre Coordinators, PERs, Playworkers and Child Support Workers; 

  • Ensure that children with IENs are encouraged to develop functional skills and where possible to begin taking responsibility of their own learning and enhancing their independence  

  • Liaise with the HOD (Head of Department) of Inclusion in schools and other professionals, including the College and school multi-disciplinary team (e.g., the College Psychosocial Team), who are in contact with children with IENs; 

  • Liaise with external agencies involved in supporting children with IENs, such as Educational Psychologists, Speech Therapists and Occupational Therapists whilst being able to take into account their recommendations when formulating activities for children with IENs; 

  • Liaise with, guiding and collaborating with parents/guardians of children with IENs; 

  • to Identify opportunities for the development of new programmes and initiatives in response to identified gaps in educational service provision for persons/groups at risk of educational and social exclusion; 

  • Consulting with the Management Team on misconduct by staff within the Regional Coordinator’s remit; 

Management Related Duties  

  • Visit each centre at least twice a week and spend a minimum of 1.5 hours per visit, up to a maximum of 30 hours per week; 

  • To travel between centres and attend to arising needs; 

  • To substitute the Centre Coordinator during the core hours when the latter is absent from the centre due to vacation leave, sick leave or any other reason; 

  • To ensure that the Centre Coordinator is implementing appropriate data collection and analysis; 

  • To support the centre coordinator in the running of the online portal system 

  • To ensure that sensitive data is protected in relation to the GDPR regulations; 

  • To lead centre-based meetings, giving priority to those centres where staff issues arise; 

  • To liaise regularly with the Centre Coordinators and Playworkers with Extra Responsibilities, and prepare reports on the centre’s progress and other issues for FES head office; 

  • To follow up on any accidents and staff performance reports, and support the Centre Coordinators to ensure that the required Incident Reports are written in a timely manner and forwarded to the respective Programme Coordinator; 

  • To ensure adequate staff-children ratios are maintained throughout and monitor the management of human and financial resources, to guarantee efficiency and effectiveness, in the delivery of services across the cluster; 

  • To effect classroom visits to ensure quality in service provision and programme implementation, keeping constant liaison with Programme Coordinators (Services and Programme, Inclusion); 

Liaison between Centres and Head Office  

  • Inform coordinators of any deadlines in a timely manner and keep all staff well informed of any directives from Head Office; 

  • Collect timesheets at the end of each payroll as guided by FES Head Office and take them to Head Office; 

  • Collect invoices / payments at regular intervals and bring them to Head Office; 

  • Ensure that all data required by Head Office is submitted on time during the Skolasajf service. 

  • Ensure that all data required by Head Office is submitted on time at the end of Skolasajf. 

  • Ensure that any areas of concern, such as bullying, suspected abuse on children or any other grievous matters as reported by the Centre Coordinator, are to be immediately communicated to FES, Head Office. 

Other Duties 

  • The Officer shall perform other duties assigned by the Chief Executive Officer, FES according to the exigencies of the Foundation for Educational Services.
