The Foundation for Educational Services (FES) is a public entity within the Ministry for Education, Sports, Youths, Research and Innovation.The FES facilitates the link between formal and informal teaching on a National level by providing a range of innovative educational initiatives. A full time vacancy for the post of Programme Coordinator - Services has arisen within the Foundation.
Remuneration
Salary:- € 30,197 (2025) as per collective agreement.

Eligibility Criteria
By the closing time and date of this call for applications, applicants must be in possession of the below eligibility criteria:
Applicants shall be in possession of:
- A qualification
- MQF level 6 in Education, Social Sciences or equivalent and
- A minimum of two (2) years working experience in a service-related field. Direct experience within service provision and managerial abilities are considered an asset for the role;
- Or
- MQF level 5 in Education, Social Sciences or equivalent and
- In the final year of study for an MQF level 6 in Education, Social Sciences or equivalent (chosen employee must successfully complete studies by the end of probation ) and
- A minimum of five (5) years working experience in a service-related field. Direct experience within service provision and managerial abilities are considered an asset for the role;
- Applicants should hold a valid driving licence and own vehicle;
- Have the ability to communicate effectively in both Maltese and English;
- Proficient in IT. Preference will be given to applicants that possess an EDCL certificate.
- A recent police conduct (issued within the past 6 months)
- Recent payslip or contract as proof of current employment with FES.

Job Description
General Responsabilities:
Under the direction of the Head of Human Resources, Operations and Services Unit and/ Manager Services, the Programme Coordinator will provide professional development and technical assistance to support FES services, programmes and projects in co-ordinating and implementing effective programmes and services.
The Programme Coordinator shall be responsible for providing assistance in the administration of FES initiatives by building the capacity of centres to develop, implement and co-ordinate services and programmes to meet the needs of the service users.
The chosen candidate shall also provide direct guidance to Centre Co-ordinators and other employees in centres and relevant partners to develop quality programmes and services that promote the achievement of service users. The Programme Coordinator will also be responsible for ensuring that all personnel are fully informed and comply with FES policies and procedures, that capital goods, resources and consumables are used in accordance with FES policies and procedures and fall within budget, performance assessments and recruitment of staff.
Specific Responsabilities:
The Programme Coordinator shall have the following roles and responsibilities; however other related duties may be requested to be carried out by the Manager – Services and/or his/her delegate in line with the entity’s exigencies.
Under the direction of the Manager – Services and/or his/her delegate, the Programme Coordinator shall provide professional development and technical assistance to support all projects and programmes offered by the Foundation for Educational Services (FES) by:
- Offering constant support to centre coordinators to ensure quality service provision and liaising with the Business Support Unit if and when required;
- Assisting in the delivery of different programmes offered by FES in line with national educational policies and targets and active labour market policies;
- Assisting the Manager – Services and/or his/her delegate in the delivery of quality service provision within the various programmes;
- Gathering statistics, carrying out research and data analysis in order to identify gaps or help to improve the quality of the programmes delivered;
- Assisting the Manager – Services and/or his/her delegate in facilitating meetings, workshops, seminars etc. for the purpose of improving service provision;
- Working with all stakeholders, including the local community and community centres, to assist in identifying needs of community and establish a working relationship for effective service provision;
- Assisting the Senior Management Team of the FES in the development of strategic and business planning in relation to service provision within the Programme Coordinator’s remit;
- Consulting with the Manager – Services and/or his/her delegate on new and innovative elements or projects within the Programme Coordinator’s remit;
- Carrying out visits to centres in order to assist coordinators in offering adequate service provision to all service users addressing different needs;
- Calling regular meetings with key programme personnel as may be required by the Manager – Services and/or his/her delegate;
- Holding regular individual meetings with centre coordinators and giving support and guidance, as may be necessary;
- Ensuring that all FES personnel are fully informed of, and in compliance with, education and FES policy and procedures, and assist in their formulation;
- Assisting the Manager – Services and/or his/her delegate in the effective delivery and review of programmes and training services as part of the ongoing professional development of staff;
- Establishing a working relationship with stakeholders to ensure that the needs of service users are respected and met;
- Ensuring the adoption of effective approaches to motivating and supporting parents to become partners in the development of the different services;
- Coach and mentor centre coordinators responsible for service provision;
- Developing communication strategies to increase awareness and support for FES services;
- Facilitating collaboration between FES centres, educational entities, public agencies and child/youth focused initiatives;
- Actively participating in any meetings, and keeping minutes, as may be necessary;
- Formulating the relevant sections of the FES Annual Report relating to projects and programmes within the Programme Co-ordinator’s remit;
- Consulting with the Senior Management Team on possible misconduct by staff within the Programme Coordinator’s remit;
- Undertaking annual performance assessments for FES members of staff according to guidelines established by the Manager – Services and/or his/her delegate;
- Assist Manager – Services in facilitating meetings, workshops, seminars, etc for the purpose of identifying issues, developing recommendations and supporting staff;
- Participating in staff recruitment processes, as may be required;
- Undertaking any other task that may, from time to time, be assigned by the Manager – Services and/or his/her delegate.
